The suggestion above is good. You could set frequency caps for all tags BUT the offer tag.
Another solution is to have a global frequency cap on all messages that says no more than one push in an hour; then turn off frequency capping on the offer campaigns. If you're duplicating campaigns each day/week, you only need to turn it off once and every cloned campaign would carry over the setting.
