When there is a triggering event for each message (or API call), this is possible by checking "allow users to become re-eligible to receive campaign} under "Delivery Controls" and setting to a minimum delay for re-eligibility - The only danger in this is that if something causes duplicate events to be sent, then duplicate emails will be sent (Have had this happen when Aftership had an issue).
