Nesting in Content Block

We have below scenarios: 

1. A Content Block which is being used in more than one place. Lets says its cb_top

2. Another Content Block that is used in the above Content block. Lets name is cb_inner

Now the issue is we need buttons in both the content block and the button should be a generic one. I cannot make it a content block because that would violate the braze rule of not allowing more than two levels of nesting of Content Blocks. button->cb_inner->cb_top

Please help me on the options I have to achieve this? 

1. The buttons should have different labels and URLs

2. Ideally button should be a generic one with similar design.
