What I have done in the past is create a segment for the users to be suppressed and add that as an exclusion to an existing segment. I am not sure how your campaigns and canvases are set up, but I always include a Segment that is on every canvas and campaign like a suppression segment. I can then add and remove additional criteria as needed whether it is a temporary or permanent change. I don't know a way other than that to apply a wide spread change without having to manually touch each campaign and canvas.
